Why January 2025 matters

The first half of 2025 is when AI in education stops being a side project and starts looking like a leadership responsibility. Generative AI is now embedded in common tools, from office suites to learning platforms, and governments are catching up.

You may already have a basic AI statement tucked into your digital or teaching and learning policy. However, with updated guidance from the Department for Education (DfE), the EU AI Act entering key implementation phases, and regulators sharpening their focus on data protection and safeguarding, inspectors and governors will expect something more concrete.

This article offers a term-start “policy radar” briefing for January–July 2025. It focuses on what really needs to change this year, how to show you are using AI responsibly, and how to do it by refining what you have rather than starting again. The new landscape at a glance

Across systems, three strands are shaping expectations for schools and colleges:

First, national guidance, such as the DfE’s AI guidance for education settings and related updates on digital and data protection. These documents do not mandate specific tools, but they do set out principles and expectations around risk assessment, governance and staff capability.

Second, the EU AI Act, which classifies AI systems by risk and places particular obligations on “high-risk” uses, including many education-related systems. Even for UK institutions, it matters if you use EU-based platforms or support EU learners, and it is influencing what vendors promise in their contracts.

Third, existing frameworks, especially data protection, safeguarding and copyright. Regulators are making clear that AI is not a separate category; it sits within your existing duties. If an AI tool processes pupil data, it must meet the same standards as any other system.

The message is consistent: you do not need a separate AI bureaucracy, but you do need to show that AI is woven into your existing risk, curriculum and governance processes.

DfE and UK updates

For UK-based schools and colleges, the DfE’s AI guidance and related updates can be boiled down into a few expectations that are realistic to address this term.

Leaders should be able to describe, in plain language, how AI is being used in the institution and why. This includes both deliberate uses, such as AI writing support for staff, and incidental uses, such as embedded AI features in office software. A short register of key AI uses, owned by a senior leader, is now a sensible minimum.

Policies should show that AI is considered in safeguarding, behaviour and assessment. That does not mean banning AI-generated work, but being clear about when AI support is acceptable, how academic integrity is maintained, and how AI-enabled content risks (for example, deepfakes or harmful prompts) are handled.

The DfE also emphasises staff capability. Inspectors and governors are increasingly likely to ask how you are supporting staff to use AI safely and effectively, not whether every teacher is an expert. A simple annual training cycle, aligned with your digital safeguarding and assessment practice, will usually be sufficient.

The EU AI Act in plain language

The EU AI Act is complex, but for schools and colleges there are three key ideas.

AI systems used in education can be classified as “high-risk” if they meaningfully influence access to education or assessment outcomes. Examples include automated proctoring, admissions tools, or analytics that affect progression decisions. High-risk systems must meet strict requirements around transparency, human oversight and robustness.

General-purpose AI (GPAI) models, such as large language models, are regulated mainly at the provider level, but institutions still have duties when they integrate these tools into teaching and administration. You should expect vendors to provide clearer documentation about how their AI features work and what safeguards are in place.

Even if you are outside the EU, you may use EU-based platforms or have EU learners. In practice, this means your procurement and data protection conversations should include questions about AI risk classification, provider compliance with the AI Act, and how they support your safeguarding and equality duties.

The main implication for leaders is not to classify tools yourself, but to ensure your contracts and due diligence reflect these new expectations.

Data protection, safeguarding and procurement

The most immediate changes for January–July 2025 sit in your risk and procurement processes rather than in the classroom.

When you carry out or update Data Protection Impact Assessments (DPIAs), you now need to explicitly consider AI features. This includes where data is stored, whether it is used to train models, and how long it is retained. Many existing DPIAs can be updated with an extra section rather than rewritten entirely.

Safeguarding policies should acknowledge AI-generated content risks and the possibility of misuse, such as AI-assisted bullying or fake images. This is best integrated into your existing online safety and digital citizenship framework rather than treated as a separate issue. Procurement processes need a light but clear AI lens. When adopting new systems, ask vendors to explain which parts of their product use AI, what data is processed, and how they comply with relevant regulations, including the EU AI Act if applicable. This can be captured in a simple AI risk checklist attached to your usual procurement paperwork.

Turning policy into practice

The priority for senior leaders this term is to translate these expectations into visible, manageable actions.

Many institutions are choosing to add a short AI section to an existing digital strategy or data protection policy, rather than drafting an entirely new AI policy. This section typically describes the institution’s principles for AI use, such as human oversight, equity, transparency and data minimisation, and points to more detailed procedures where needed.

In practical terms, you might pilot AI for a few well-defined administrative tasks, such as drafting letters or summarising documents, while placing clearer guardrails around more sensitive uses, such as assessment or intervention decisions. The key is to show that AI use is purposeful, reviewed and proportionate.

In classrooms, you can frame AI as another tool that supports learning, not a replacement for thinking. For example, a college might allow students to use AI to generate draft outlines but require them to annotate and critique the output, making their own reasoning explicit.

Working with staff, students and parents

Policy only works if people understand it. The aim for 2025 is not to train everyone as AI specialists, but to give each group enough clarity to act safely and confidently.

For staff, short, scenario-based sessions are more effective than long lectures on regulation. You might explore how to respond if a student submits AI-generated work, how to spot AI hallucinations in content, or how to use AI planning tools without copying sensitive data into prompts. Linking this to your assessment and safeguarding policies keeps it grounded.

Students need clear guidance on when AI is acceptable, how to reference its use, and how to think critically about AI-generated information. Building this into existing digital literacy lessons or tutor time is usually better than creating a separate AI module. You can draw on the same principles you use for online research and plagiarism.

Parents and carers often worry about both overuse and missed opportunities. A one-page summary, shared via your usual channels, can explain your approach in plain language: what AI tools students may encounter, how you are managing risks, and how families can support healthy use at home.

Evidence for inspectors and governors

Inspectors and governors are not expecting perfection, but they will expect to see that you are thinking about AI in a structured way.

You should be able to show a simple map of where AI is used across the institution, who is responsible for oversight, and how risks are assessed. This might be a short register listing key systems, their purpose, data processed and review dates.

Minutes from leadership or governor meetings that show AI has been discussed, with clear actions, are powerful evidence. So are brief records of staff training, student guidance and updated DPIAs. You do not need glossy strategies; you need a coherent paper trail.

It can also help to highlight how AI is supporting your core mission. A simple 90-day action plan

To keep this manageable, many leaders are working with a 90-day plan for spring and early summer 2025.

In the first month, focus on visibility and principles. Create or update your AI register, agree a short set of institutional principles for AI use, and identify your top three AI-dependent systems. Begin reviewing existing DPIAs for these tools, adding AI-specific considerations.

In the second month, concentrate on people and procedures. Run at least one staff briefing, update student guidance and your behaviour or academic integrity policy to reference AI explicitly, and add AI questions into your procurement checklist. Ensure safeguarding and online safety leads are aligned.

In the third month, move to assurance and evidence. Finalise updated DPIAs, capture brief notes of leadership and governor discussions on AI, and schedule a light-touch review for the start of the next academic year. By July, you should be able to show a clear, proportionate approach rather than a one-off reaction.

Keeping your AI radar up to date

AI policy will continue to evolve through 2025 and beyond, but the fundamentals are unlikely to shift dramatically: clarity of purpose, robust data protection, safeguarding by design and ongoing staff development.

You do not need to track every regulatory nuance. Instead, nominate a lead (often your data protection officer or digital lead) to monitor key updates from your government, data protection authority and major vendors, and to bring a short AI update to leadership once a term. Revisiting tools and practices each September, using something like an AI readiness checklist, can keep your approach fresh without constant churn.

The aim for January–July 2025 is simple: show that your institution uses AI thoughtfully, within existing legal and ethical frameworks, and that you are learning and adapting as the landscape develops.
